ROLE PURPOSE:
Under the direct supervision of – BHA provincial lead-, the position holder will be responsible for the direct supervision of WASH activities in schools, communities and Health Care facilities targeted by SCI Faryab. WASH officer will be responsible to provide leadership and participate in assessments, Design of WASH projects, prepare bill of quantities, supervision and monitoring of all WASH projects. This position will also engage in developing Details implementation plan and support in implementing emergency preparedness and response activities.

KEY AREAS OF ACCOUNTABILITY:
Key Responsibilities/Accountabilities:
Need Assessment:
1. Conduct WASH need assessment for Safe and Clean Water, construction needed facilities to be rehabilitated and / or build in the targeted locations, Cleaning, Dis-infection, Hand Hygiene facilities, Menstrual Hygiene Management, WASH Education, Solid Waste Management, water supply and Hygiene promotion in Community, healthy facility, and education facility.
2. Beneficiary assessment for WASH NFIs,
3. Conduct technical assessments of Water and Sanitation needed facilities to be rehabilitated and / or build in the targeted locations, through technical feasibility studies, household level questionnaires, focus group discussions, visits to WASH facilities and sites.
4. Be responsible for technical part of needs assessments and participate in the selection of target communities and WASH activities in the project, through technical feasibility studies, household level questionnaires, focal group discussions, visits to facilities and sites, and interview with key members of the community.
5. Planning and organizing the implementation, monitoring and evaluation of the Water, Sanitation, and hygiene awareness activities.
6. Formation of WASH Clubs, Mapping of main seasonal public health risks and the current hygiene practices that contribute to WASH related risks.
7. Developing WASH related risks mitigation plan against of seasonal preventive public health risks.
Program implementation:
8. Obtaining NOC for WASH activities
9. Discussion and finalization of technique design, BOQ and Specifications,
10. Participation and supervision of WASH activities.
11. Measuring quality control of WASH
12. Organize hygiene promotion sessions by engaging children through WASH related Information education and communication (IEC) materials.
13. Celebrate WASH important days (such as Global Handwashing Day, World Toilet Day etc.) and organize events/campaign (such as drama, painting competition, children rally, games etc.).
14. Make availability of hygiene items for ensuring cleanliness, Dis-infection, hand hygiene practices and uses of sanitation facilities.
15. Ability to design, establishment of work specifications, WASH design to support supply chain to get quotation, follow-up and evaluation of activities related to the WASH in public institutions (Schools & HCF) and communities, such as: sanitation facilities and, water supply (Rainwater harvesting, hand dug wells, boreholes, pipe network, reservoirs, drinking water treatment).
16. Follow up in a timely manner through developing procurement trackers, stock trackers, distribution plans etc.
17. Technical training of community volunteers, members of Water Sanitation User Committee (WSUC) committees, local staff, partner organization/contractors and follow up of the community mobilization in target communities on issues related to WASH, operation, and maintenance of WASH facilities, Establish the technical aspects of the internal purchase order and tender documents for WASH activities.
18. Quality control of WASH NFIs and materials bought by organization and its contractors/subcontractors, Site management: general supervision of contractors and organization staff, ensuring the safety of WASH sites and community participation and validate the progress and quality of work of the contractors, and make the connection with the organization administration and logistics to ensure their payments.
19. Design, implementation, and organization of training for WASH activities to bring facilities at household level and in schools and other places.
20. Follow up coordination / budget management / site supervision in case of direct intervention of organization for WASH activities. Follow-up of activities of local partners/contractors of organization in the field and help to train some of those people.
Monitoring, Evaluation, Accountability and Learning:
21. Verify that WASH activities done by partners/contractor are conducted according to quality benchmark/standards established by organization through quality checklists, contract agreement and agreed design and BOQ.
22. Plan and be responsible for the weekly reporting of data to follow up the standard project and strategic indicators (for example, number of beneficiaries, number and type of activities completed) and related to photographs of WASH activities in all stage of project.
23. Follow-up of water quality analyses at household, community, school, and health care facilities level (residual chlorine, bacteriological analysis), to assess the effectiveness of home water treatment techniques and standard of water supplying to the community.
Reporting:
24. Weekly (or each time when necessary) written and daily updates to line manager.
25. Produce detailed written monthly, quarterly and terminal reports on a regular basis according to SC’s format and share it to the concerned bodies.
26. Preparation and sharing of feasibility and technical reports with line manager.
27. Integration, coordination, and traversal aspects:
28. Work with other team members of organization (WASH and non-WASH) working in the same communities, to ensure the integration and complementary of the different sector of the intervention.
29. Ensure the integration of aspect related to gender, child protection, Person with Disability, environment, and other crosscutting issues to the implementation of WASH activities and ensure that activities consider the needs of specific groups and individuals, especially children, elderly and disabled people.
30. To perform any other work-related tasks assigned by supervisor.
Capacity Building:
31. Identify learning and training opportunities for organization staff and partners and work as a mentor and role model for less experienced staff.
32. Conduct mapping and training of WASH team on child safeguarding in collaboration with safeguarding focal person.
Representation & Advocacy & Organisational Learning
33. Ensure that the organization’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
34. Advocate that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, UN, and any other Code of Conduct.

QUALIFICATIONS
• Bachelor/Graduate degree in Civil engineering, Environmental or public health engineering or diploma in Civil engineering, Environmental or public health engineering or equivalent. Experience: For graduate, professional experience of minimum 2 years broad experience, including 6-12 months in WASH sector. And For Diploma holders minimum 3-year broad experience, including 1 years in WASH sector
EXPERIENCE AND SKILLS
Essential:
• Practical knowledge in terms of masonry, plumbing, carpentry, and pumping system.
• Knowledge of using Water GEM, Auto cad and Archie cad.
• Knowledge of preparation of estimates/BOQ.
